Can we start with incomplete records?

List what is available and name the missing documents. The PM-062 example keeps manufacturer records as an open request so the gap travels with the handover.

Does this checklist confirm a shutdown?

No. It produces a local planning note. Scope, responsibilities, timing and site procedures remain part of a separate agreed process.
